Professor Lumsden is the Examiner for early entrance into wizarding
   school.  He tests muggle-born witches and wizards, on stage, for
   magical abilities. If they pass, they are able to enter the
   wizarding school of their choice. Levitation, legilimency,
   transfiguration, herbology are just some of the powers
   Prof. Lumsden looks for his examinations. The professor will
   announce the results and discuss life at Wizarding School with
   those that pass.  But come prepared!  Dark wizards have sometimes
   disrupted the exams and cast horrible curses on those who
   attend. 

Wands, robes and personal protective spells  are therefore encouraged but not mandatory.
